Retired Supreme Court (SC) justice Antonio Carpio advocates for a constitutional revision to limit the president’s authority in appointing SC members. He proposes dividing appointments equally among the president, Congress, and the SC.
To maintain balance, Carpio suggests that the Judicial and Bar Council (JBC), a multi-sectoral nominating body headed by the chief justice, should have fixed terms without reappointment.
Carpio’s proposal comes as 11 out of 14 sitting magistrates are appointees of President Rodrigo Duterte. The retired justice emphasizes the importance of an independent institution and suggests that democracy can be improved through constitutional revisions.
