Retired Supreme Court Justice Antonio Carpio has proposed arbitration and joint patrols as a way to resolve the ongoing dispute over the Scarborough Shoal in the West Philippine Sea. The incident, which involved a Chinese vessel, has sparked concerns about China’s expansive claims over the South China Sea.
Carpio suggests taking China to an arbitration court to establish ground rules for fishing in the area, citing the 2016 arbitral ruling that declared the shoal a common fishing ground. He also recommends conducting joint patrols with other countries, including the United States, Vietnam, and Malaysia, to demonstrate a united front against China’s claims.
The Philippines has already filed a diplomatic protest over the incident, but Carpio believes more needs to be done to pressure China into respecting the arbitral ruling.
