Retired Supreme Court Justice Antonio Carpio has issued a stern warning to China over the recent laser incident in the West Philippine Sea. According to Carpio, the Chinese Coast Guard’s use of lasers that can harm people constitutes an armed attack under international law.
Carpio pointed out that the 2008 Beijing Declaration and Action Plan, which China signed with ASEAN member-states, prohibits the use of laser weapons that can cause death or injury. He emphasized that China’s actions in the disputed waters violate this provision.
