Former Supreme Court senior associate justice Antonio Carpio has proposed building a civilian structure on Ayungin Shoal, citing the West Philippine Sea territory as part of the country’s exclusive economic zone (EEZ). The move comes amid ongoing tensions between the Philippines and China.
Carpio suggested constructing a lighthouse or marine scientific research center on the shoal, which he believes would help preserve and protect the marine environment. He also advocated for converting military activities in the area to civilian ones, allowing for the resupply of soldiers stationed on the BRP Sierra Madre without escalating tensions.
On the issue of China’s ambassador to the Philippines, Huang Xilian, Carpio advised recalling the Philippines’ ambassador to Beijing as a first step towards de-escalating tensions. He emphasized that expelling Huang would be an extreme measure and should only be considered if necessary.
