Carpio Clarifies Cha-Cha Requirements for Supreme Court Challenge

Retired Justice Antonio Carpio emphasized that constitutional amendments must be passed in both houses of Congress before being questioned by the Supreme Court. He made this statement while attending a debate on charter change organized by the Ateneo Law and Liberty Circle.

The Senate is still reviewing Resolution of Both Houses No. 6, which seeks to amend the Constitution’s economic provisions. Meanwhile, the House of Representatives has approved its version, RBH No. 7, and is set to pass it on its third and final reading next week.

Carpio suggested that a constitutional convention would be the most effective way to make amendments, echoing views expressed by people’s initiative proponent Atty. Anthony Abad.
