Carpio: Sara Duterte Impeachment Outcome Hinges on Senate Votes

Former Supreme Court Senior Associate Justice Antonio Carpio said the impeachment case against Vice President Sara Duterte will ultimately depend on Senate numbers.

He explained that once the House finds probable cause and at least one-third of members vote to transmit the complaint, the case moves to the Senate for trial.

Carpio emphasized that conviction requires 16 affirmative votes, regardless of absences. Senators who do not participate effectively count against conviction, as the threshold is fixed.

He noted that the process is both legal and political, with each vote playing a decisive role in the outcome.
