Former Supreme Court Justice Antonio Carpio has alleged that Albay Representative Joey Salceda was the driving force behind a provision in the 2024 national budget that permits the Department of Finance to transfer excess funds from government-owned and -controlled corporations (GOCCs) to the National Treasury—an arrangement Carpio says is unconstitutional. Salceda has firmly rejected the claim, countering that Carpio mistakenly linked the provision to Salceda’s earlier House Bill No. 9513, which concerned 2023 funds. According to Salceda, the contested measure in the 2024 budget resulted from deliberations by the House Appropriations Committee in coordination with the Executive Branch, and not from his authorship.
